Wiki resolves the meaning of an internal link based on hints found within the page that has carried it within the federation. We consider rational for bounds and ordering of the search for a meaningful link target.
These are the sites we would expect to find a target and would immediately open it when found.

• Page Site. That holds the link we click.
• Item Context. When site travels with item.
• Progressively Older Forks. Favoring later judgements.
We will note that the neighborhood had a desired site at the same time we offer to make a new page.
